STEP BV has developed CIR-BASE® and CIR-DRAIN® as application frameworks supporting the use of alternative and secondary material streams in industrial and construction contexts.

These frameworks enable industries to optimise material use while ensuring that final applications comply with applicable regional, national and European regulations.

End-Product Compliance
CIR-BASE® and CIR-DRAIN® are not positioned as standalone construction products.

They define how materials can be used as functional components within broader applications.

Compliance, certification and liability are assessed at the level of the final application.

The frameworks do not define materials as products but describe their integration into compliant, project-specific applications.

CIR-BASE®
Framework for structural and load-bearing applications (e.g. foundations, sub-bases or infrastructure layers), where granular, alternative and secondary material streams are applied in controlled proportions to achieve required mechanical performance and durability.

CIR-DRAIN®
Framework for permeable and drainage-oriented applications, where sand-based and alternative and secondary material streams contribute to water infiltration, drainage and hydraulic performance.

Regulatory & Implementation Approach
CIR-BASE® and CIR-DRAIN® are implemented as part of project-specific applications, in accordance with applicable product, environmental and construction regulations.

Where relevant, material qualification and classification are assessed by competent authorities.

Material composition, origin and application parameters are defined on a project-specific basis, considering material characteristics, performance requirements and the applicable regulatory framework.
